NJHA NewsLink of 8/4/08 reports for the new Hospital PPS effective 10/1/08:
1. The rural wage index floor will move from being based on national budget neutrality to state budget neutrality over 3 years.
2. CMS is moving forward with its plans to phase out the indirect medical education adjustment to capital payments by reducing payments by 50 percent in 2009 and then eliminating the IME adjustment in 2010.
3. Wage index reclassifications will become more difficult (hospital must meet higher wage threshold.)
